The Blue Solar Wafer is currently used only for the creation of the Single Solar Module.
Recipe
The Circuit Fabricator is used to create Blue Solar Wafer, via the usual three components of Diamond, Raw Silicon and Redstone dust. The determining ingredient at top right is Lapis Lazuli, as shown in the image below.
